I think he’s motivated by still being stuck in a place of anger and resentment. He still feels betrayed by the government.
So here's my new prediction. What if Tony isn't only mad at the government but the men behind the attack on himself, and the assassination of David Palmer and Michelle? Wasn't Gregory Itzen (Charles Logan) at the wrap party at the beginning of the season? Charles Logan wasn't confirmed to be dead and it's a bit odd that he showed at the wrap party for Season 7. What if Tony's end goal is Charles Logan? Are Mr. Logan and former President Daniels involved? Is that the "bigger cog" that Jonas was talking about at the end of last night's episode? We have six more episodes to find out the truth.
